I got level 99 slayer but I didn't get the hood and cape. I had full invy so I dunno what happened to it. Any help?

I'm pretty sure that for slayer, you simply get two null objects. I don't think there is one of those 99 rewarded skill cape/hood things with Slayer.

you go to the general store at home and buy a normal 1 for 100k and a (t) for 10mill

no both capes are general store are 1Gold each, just buy them there, brice dosn't know why that skill does that, it does it for a few other skills as well which is pointless but, it is only a game so it dosn't matter
