Don't you hate training by yourself? I think the ::yell command should be enabled for all players. It would make leveling a lot more fun so you can have a conversation, I seem to get really bored when I level so this is just my suggestion. Lets hear all of your reasons for it or why not.

yea we used to have it but the INFAMOUS "0x0" Has abused it and spammed constantly so brice removed it

no because they might use some char files that we can not type/ipban and they would keep coming back

I think the Yell command is a great idea for a small server. Pattonscape is getting more well known though. I logged in today and saw the most amount of players at home ever. I think if the Yell command was re-introduced it would just be a blur of text eventually. I think it would be distracting and annoying if you were trying to have a regular conversation with somebody.
